Cadet Promotions Policy (CJCR Gp O 5511-3)

Cadet rank promotions within the Royal Canadian Air Cadets are governed by a standardized national policy set by the Cadets and Junior Canadian Rangers Group (CJCR Gp) of the Canadian Armed Forces. This policy ensures that promotions are fair, merit-based, and consistent across all corps and squadrons in Canada, including 396 City of Prince George Squadron.

Purpose of the Policy

The promotions policy is designed to:

  • Ensure that all cadets who are promoted possess the same basic qualifications and similar experiences, regardless of where they train.
  • Base promotions on merit and successful completion of required training standards.
  • Provide every cadet with equal opportunity to advance through the ranks.

The policy applies to promotions at the corps or squadron level and is used by the Commanding Officer (CO) to guide rank advancement decisions.

Standardized Rank Terminology

To ensure consistency across cadet units, the policy outlines standard rank titles and abbreviations for use in all administrative and training documentation. For example:

  • Air Cadet (AC)
  • Leading Air Cadet (LAC)
  • Corporal (Cpl)
  • Flight Sergeant (FSgt)
  • Warrant Officer (WO)
and others, as listed in the policy.

These standardized rank names must be used in official reporting, promotion records, and correspondence, although alternate terminology may be used informally within a unit with proper approval.

Promotion Criteria Overview

A cadet may be considered for promotion when they:

Meet the applicable rank criteria (including minimum time in current rank, training achievements, and proficiency).
Receive the recommendation of the Commanding Officer based on demonstrated leadership potential, responsibility, decision-making, and readiness for increased duties.

Note: Advancement to senior appointments (e.g., senior non-commissioned ranks) often requires selection to a leadership appointment within the squadron.

How the Policy Is Used Locally

In practice at 396 Squadron:

  • Promotions are reviewed objectively based on training achievements, knowledge, drill, deportment, and leadership potential.
  • A promotion board or staff review may be used to assess readiness for higher responsibility.
  • The Squadron CO makes the final decision, guided by this national policy to ensure fair and consistent advancement.
